Bylaws





ARTICLE I – Name, Purpose & Intention

The name of this organization is the WYOMING COUNTY CONCERNED TAXPAYERS’ POLITICAL ACTION COMMITTEE
First and foremost, We are proud to be Americans, and We support and defend the Constitution of the United States of America, and of the Commonwealth of Pennsylvania, and do declare, in accordance with the political powers invested in the people that:

"All power is inherent in the people, and all free governments are founded on their authority and instituted for their peace, safety, and happiness. From the advancement of these ends they have at all times an inalienable and indefeasible right to alter, reform, or abolish their government in such manner as they may think proper". (Article 1, Section 2, of the Constitution of the Commonwealth of Pennsylvania)

OUR MISSION:

The Mission of the WYOMING COUNTY CONCERNED TAXPAYERS’ POLITICAL ACTION COMMITTEE is to serve as a tax WATCHDOG for all forms of government, from local municipalities to the federal level. We are a pro-active, non-partisan group, dedicated to easing the burden of taxation, establishing good honest and fair government, and ensuring good quality education for our youth. We will evaluate government and school spending, and hold officials accountable for proper use and or misuse of our hard earned tax money. We will scrutinize all present cost control measures, make sure that any proposed tax increases are necessary, reasonable, and justified, and address our elected officials with a strong unified voice. We will attend certain county, school, and local municipality business meetings so we can develop an understanding of what spending controls are currently in place, make suggestions to the leadership on how to improve cost control measures, cut spending efficiently, and present re-organization plans for better efficient government. We will strive to have taxes lowered and refunds made whenever appropriate. Tax increases affect us all, no matter if you own property or not. All citizens are welcome and invited to attend meetings. Your input is valuable. Together as a TEAM, We, The People, Will Make A Difference!

ARTICLE II – Membership

Membership is open to any Wyoming County resident, or property owner of any age. To become a voting member of this organization a person must be a registered voter or be willing to register to vote, and support the mission statement in Article I. One does not have to be a property owner in the county to be a voting member. The membership dues for voting privileges within the organization will be $12.00 annually or $1.00 monthly. The board of directors shall accept and or terminate membership according to these standards, and certain standards of behavior as determined by the board of directors.

ARTICLE III – Nominations and Elections

A Chairman, Vice-Chairman/Treasurer, Secretary/Assistant Treasurer, and an Assistant Secretary shall be elected by three-fourths majority vote by the voting members of the organization. The Chairman, Vice-Chairman/Treasurer, Secretary/Assistant Treasurer, and Assistant Secretary may not be a candidate for a political office, or hold a political office, and are disqualified to hold an office in the P.A.C., or be a member of the Board of Directors if they are a candidate or an elected official. They may be voting members of the organization and committee members. The election of offices shall take place on the first meeting in January of each calendar year. The term of office for each elected position will be for a period of one year. There is no limit on the number of terms one may serve in office. When a vacancy occurs, nominations to fill the office must be presented to the Board of Directors at the meeting preceding the next scheduled meeting, and an election shall be held. All elections shall be fair and equal and ballots cast only by the voting members of organization. Votes may be made by proxy.

ARTICLE IV – Board of Directors

The elected officers, Chairman, Vice-Chairman/Treasurer, Secretary/Assistant Treasurer, and Assistant Secretary, shall appoint by majority vote of all officers, a Board of Directors to help serve in the capacity of research, analysis and decision making regarding any issue with which the organization may become involved with. A member of the Board of Directors may not be a candidate for a political office, or hold a political office, and are disqualified to hold an office in the P.A.C., or be a member of the Board of Directors if they are a candidate or an elected official. They may be voting members of the organization and committee members. Votes may be made by proxy. The elected officers shall be permanent members of the Board of Directors. All decisions made by the Board of Directors shall be by three-fourths majority vote. Votes may be made by proxy. The elected officers may terminate the membership of any appointed member of the Board of Directors, for just cause, by majority vote. Votes may be made by proxy. The term of office for a member of the Board of Directors shall be for a period of one year. There is no limit on the number of terms one may serve as a member of the Board of Directors. All members of the Board of Directors must vote yes or no on any given issue, there will be no abstentions. Votes may be made by proxy.

ARTICLE V – Committees

The Board of Directors may, by majority vote, establish certain committees within the organization to further advance the effectiveness of our mission as they deem necessary. Votes may be made by proxy.

ARTICLE VI – Finances

All monies will be kept in an account at a local bank, and used for operating expenses of the organization. All expenditures shall be made by an established policy which is approved by the Board of Directors and presented to the voting membership for approval. Approval shall be made by three-fourths majority vote. Votes may be made by proxy. The signatures of the Chairman and Vice Chairman/Treasurer must both appear on account for withdrawal.

ARTICLE VII – Political Candidates

The Board of Directors shall establish a written policy which shall be approved by three-fourths majority vote of the voting membership to determine support or opposition of political candidates. Votes may be made by proxy.

ARTICLE VIII – Meetings

The organization shall hold a regularly scheduled meeting, at least once a month, unless otherwise determined by the Board of Directors. When necessary, any Officer, or any member of the Board of Directors may call for a meeting, at least three days in advance, to deal with any special or pressing matters.

ARTICLE IX – Reports and Financial Records

The Chairman and Vice Chairman/Treasurer shall oversee the timely filing of reports and financial records as required by law, and shall make a report of such filings at each scheduled meeting.

ARTICLE X – Anti- Discrimination

All discrimination laws and regulations in accordance with Local, State, and Federal laws will apply to the organization and its members. Violation of any of these laws or regulations shall be just cause to terminate the membership of any member from the organization.

ARTICLE XI – Assets

At such time, should the Wyoming County Concerned Taxpayers’ P.A.C. ever dissolve, all funds, and any tangible assets shall be donated to the Wyoming County United Way.

ARTICLE XII – Amendments

These Bylaws may be amended when necessary by a three-fourths majority vote of the voting membership on a regular scheduled meeting date. Votes may be made by proxy.
